Religious performance by someone living in wickedness is not just neutral — it is an abomination to God. God is not interested in ritual without righteousness. The verse intensifies: when the wicked person brings sacrifice with deliberate wrongdoing in mind (perhaps using religion to cover their sin), the offence is even greater.
