There is a moral order to the universe that God has built in. Evil does not merely threaten sinners from a distance — it actively pursues them, tracking them down. By contrast, good is 'repaid' to the righteous — it returns to them, as a merchant repays what is owed. God's justice and goodness operate as real forces in the world, not just concepts.
