This verse observes a hard truth about human nature: hearing is not the same as obeying. There are people who understand correction perfectly well and choose not to respond to it. For parents and leaders, this is a reminder that words alone are not always sufficient — authority, structure, and consistent consequences are also needed to shape behaviour.
