This verse closes the chapter with the same contrast with which it opened: the wicked and the righteous, and their opposite effects on the world. Wickedness in power suppresses and scatters. When the wicked perish, the righteous come out, multiply, and flourish. This is ultimately a statement of hope grounded in God's sovereign justice: wickedness does not endure, and righteousness has the final word.
