The contentious person described in verse 15 cannot be concealed or contained — like the wind, they cannot be grasped or suppressed; like strong perfume, they announce themselves no matter what. This is a realistic observation: certain deep patterns of character are self-revealing and cannot be hidden for long. It is also a warning about the limits of managing others' behaviour without heart change.
