Proverbs 20:26

Good governance is active — the wise king does not passively allow wickedness to accumulate but scatters it and threshes it out. The 'wheel' is a threshing wheel, separating grain from chaff. Righteous leadership involves vigorous action against evil for the protection of the innocent.
