There is a fundamental mismatch when a fool speaks noble words — it rings hollow and false. The contrast escalates: if a fool's fine speech is incongruous, how much more does lying become a ruler or leader? Those who hold authority are held to a higher standard of truthfulness. Character and speech must be consistent with one's position and calling.
