This is one of the bluntest proverbs in the book: some people's foolishness is so deeply entrenched that no external force — not pressure, punishment, or suffering — will remove it. The only change that removes deep foolishness is a changed heart, which only God can give. This is a warning about the limits of correction without repentance and transformation.
