Two forms of injustice are condemned: oppressing the poor for personal gain, and giving bribes to the rich to curry favour. Both are forms of using wealth wrongly — one by taking from those who have nothing, the other by paying to gain advantage from those who have everything. Both will result in the perpetrator coming to poverty themselves. God's justice inverts these schemes.
