Proverbs 21:10

Wickedness is not merely external behaviour — it originates in desire. The wicked person's soul craves evil, and that inward desire shows up in their treatment of neighbours: indifference, hostility, and an absence of kindness. Sin is a heart problem before it is a behaviour problem.
