The evil person is characterised by a fundamental orientation toward rebellion — against authority, order, and ultimately God. This is not occasional wrongdoing but a committed pattern of defiance. The consequence is described with stark economy: a cruel messenger will be sent. God's judgment against persistent, unrepentant rebellion is certain and severe.
